MINUTES OF PLANNING COMMISSION MEETING
Monday, November 27, 2017

I. Chair, Julie Schmitz called the meeting to order at 7:00pm.

II. Introductions: Nancy Heatley, Julie Schmitz, Paul Tillman, Michael Todd, Hal Wilkins, Land Use Administrator; Julia Lloyd Wright, Energy Coordinator (ex-officio)
Visitors: None

III. Agenda Review - None

IV. Approval of Meeting Minutes - November 13, 2017
A motion was made by Michael Todd to approve the Minutes of November 13, 2017, seconded by Nancy Heatley. Voted: Approval. Paul Tillman abstained.

V. Zoning Bylaw Sections - Final Approval
a. Home-Based Occupations and Home-Based Businesses
There was a discussion on screening in residential areas. Hours of operation, times and dates to be noted on applications. Minor wording changes were made to Levels I and II.
b. Gasoline Stations/Convenience Stores
The by-law was discussed with minor wording change.
c. Outdoor Lighting
All items were reviewed with no changes made.
d. Signs
All items were reviewed with no change.
A motion was made by Michael Todd to consider discussion closed on items a, b, c, and d which will be forwarded to the selectboard for review at their next meeting with subsequent adoption. Seconded by Paul Tillman. Voted: Unanimously.

VI. Town Plan - Chapter 6 (Education)
The Planning Commission reviewed the entire 5-page document and made the following changes:
P. 2 6.2 Elementary School Education - Third paragraph removed as ‘Safe Routes to School’ no longer relevant and fourth paragraph removed. The former Perkinsville school building is now a recreational facility belonging to the Town.
P.3 6.3 High School Education - First paragraph, last sentence moved to top as introduction.

P.5 6.7 Education Recommendations - Items 6.6.1, 6.6.2 and 6.6.3, “Recommendations” were removed.
A motion was made by Michael Todd that: Without Chapter 6.7 “Education Recommendations” and with minor corrections/word changes this chapter should be sent to the selectboard for review and adoption, seconded by Paul Tillman. Voted: unanimously.

VII. Zoning Bylaw Sections/Continuing Discussion
a. Waivers
Review and minor wording changes made.
b. PUD/PRD
These were not discussed and will be on the next agenda
c. Off-Street Parking
Discussion to be continued at the next meeting
There was a discussion on proposed screening and village district fences. and sizes and types of buildings to evaluate parking needs. Julie Schmitz asked Hal Wilkins to look at other bylaws for examples, and rewrite the bylaw for the next meeting.
d. Accessory Dwelling Units (ADUs)
Reviewed with minor word changes. Held over for further discussion.
A motion was made by Michael Todd to send a. ‘Waivers’ to the selectboard for review and adoption, seconded by Nancy Heatley. Voted: Unanimously.
Items b. ‘Off-Street Parking’ and c. ‘PUDs/PRDs’ will be continued at the next meeting.

VIII. Land Use Administrator Notes
At the December 11, 2017 meeting there will be a sub-division and Sketch Plan Review.

A motion to adjourn at 8.52pm was made by Michael Todd, seconded by Paul Tillman. Voted: Unanimously.
