MINUTES

Members in attendance:

Prudential Committee – Everett Bingham, William Southard and Paul Tillman

Manager – Ed Morris

 

1. Meeting was called to order by Everett Bingham at 6:03 P.M.

2. Changes to Agenda – One Change was made to Approve the minutes

    from November 14th.

    Motion was made by William Southard and seconded by Everett Bingham, motion passed 2-0 and 1 abstained.

3. Approval of the Minutes from December 12th

    Motion was made by William Southard and seconded by Pau lTillman, motion passed 2-0 and 1 abstained.

4. Pump House Repairs- Mr. Morris explained that the two broken pipes in the pump house are scheduled to be repaired in early Feb. He stated he would give notice before the repair to water users because the system would be shut down for 

    a few hours one night.

5. Loan disbursement update – Mr. Morris stated he had received an email relating to the Bond that the remaining funds would probably not be able to be used. Mr. Morris stated that he would try to workwith the engineer to see if there is a

    way to get the money released.

6. Vermont Land Trust- Mr. Morris asked if we had land in land trust. Everett Bingham stated he believed the 5 acres with the two non-used wells were in land trust. It was then decided that we would not participate in the land trust proposal

    to use the land for exhibition.

7. Warrant – William Southard made a motion to accept the warrant with expenditures totaling:

                   Operations = $2,753.57

                   Project = $246,324.63

                   Total = $249,078.20

Members in attendance:

Prudential Committee – Everett Bingham and Paul Tillman

1. Meeting was called to order by Everett Bingham at 6:03 P.M.

2. Changes to Agenda – No Changes were made

3. Approval of the Minutes from November 14th were pushed to the next meeting since only one member that attended the previous meeting was there.

4. Pump House Repairs- Mr. Morris explained that there are two broken pipes in the pump house. Mr. Morris has talked to three different plumbers and received a price of $1,434.00 to repair the pipes.

    The cost includes shutting the system  down and making the repairs at 9:00 PM.

    Everett Bingham made a motion to accept the bid and schedule the repairs, seconded by Paul Tillman: Motion passed 2-0

5. Loan disbursement update – Mr. Morris discussed that he had contacted the State about using the existing funds to place more valves throughout the water system.

    He has not heard back, but will keep in touch with them.

6. Route 12 waterline project - Mr. Morris discussed the water line project funded by the state. He stated that the construction portion of the project is complete, and the paperwork will be completed soon.

    Mr. Morris also stated that the construction company would be back in the spring to complete some final clean up work.

7. Warrant – Everett Bingham made a motion to accept the warrant with expenditures totaling:

                   Operations = $4,245.71

                   Project = $28,451.99

                   Total = $32,697.70

  1.      Meeting was called to order by Everett Bingham at 6:14 P.M.

  2.    Changes to Agenda – Mr. Morris stated that the Prudential Committee

       should add selecting a new chair and vice chair of the board as item #

       3.

  3.    Bill Southard made a motion to nominate Everett Bingham as Chair

       and himself as vice chair seconded by Everett Bingham. Motion

       passed 2-0.

  4.    Everett Bingham made a motion to approve the minutes from October

       10, 2016 as written seconded by Bill Southard. Motion passed 2-0

  5.    Ed Morris explained that in working with the state and Brad Aldrich

       he has determined that the best project for the remaining $47,000

       from the revolving loan fund, would be to add valves, curb stops and

       meters to the system to increase the reliability of the system by

       enabling smaller sections to be shut down when there is a problem.

       Everett Bingham made a motion to investigate the possibility and

       probability of using the remaining loan funds to install valves, curb

       stops, and meters to improve the water system.

  6.    Capital Asset third Reading – discussed the Capital asset policy and

         moved it to a fourth and final reading.

  7.      Route 12 waterline project - Mr. Morris discussed the water line

         project funded by the state. Everything is going well and is on

         schedule. The main line should be completed this week and

         individual residences will be hooked up soon. Mr. Morris also

         explained about the water leak that took place on Monday November,

         7th. This leak caused half the system to be shut down because of the

         lack of valves in the system. He also stated that he had the highway

         department help distribute water to make sure the residents had water

         for bathroom use.

  8.    Warrant – Bill Southard made a motion to accept the warrant with expenditures totaling:

    Operations = $1,864.33

    Project       = $6,600.00

    Total         = $8,464.33
